The guy driving this vehicle today (Friday, May 17, 2019) drove down my street as I was getting in the car to go to work, around 10 am. I've never seen this car before, nor the man driving it, and live on a secluded street with only six or seven other residences. When I pulled out of my driveway, heading toward the main road, the car had circled around the loop behind my street to the connecting road behind me; he then came back down my street, now coming toward me.
I stopped at the stop sign before the main road, to see the vehicle in my rear view turning around in a driveway, and now directly behind me. I turn off of my residential street (a right turn to the main), and make another turn about 30 yards down to a side street to the left. This side street is very secluded, with only 3 outlets to get in or out, miles apart. This vehicle followed me all the way down this street to another main road. I proceeded to take a right on this next main road, vehicle still following me.
I move lanes, to the inside lane, and he remained on the outside/right lane. He speeds up and waves at me to get my attention. He hold his hand up to his face/ear, making the 'universal' sign for a phone - obviously trying to get my phone number. I shake my head 'no', as my window does not roll down on that side of the car. He fell back a little behind me. At some point someone in front of me slowed down enough I was able to get behind him to get the license plate. As I passed him once more, he got behind me again, but quickly turned left into a parking lot for a store on the left side of the street. I called my local PD, and they referred me to Kentucky State Police, as I live out of the city limits (again, I live on a secluded street and know my neighbors' vehicles). KSP took my information, this story, and told me they would try to locate the vehicle. I've never heard from them.
