Young male, mid 20's continually parks in a handicap parking spot in front of my building in the apartment complex Avalon. He seems to do this because it has more space. This seems to be the case because he does not use the available handicap parking spaces in front of his own building which are a lot closer to where he lives (probably because they have no extra room around them). I have seen him on the way to the gym almost every day for the past few months, and I have seen him in our apartment complex gym. I have also seen him take the handicap pass out of his glovebox and throw it on his dashboard, which seems suspicious because most people just leave it out.
