At about 2 am on 6/22/2019, the residents of 425 w. Ritner Street were making excessive noise and attempting to park in front of a hydrant in front of the stated residence. I told them they couldn’t park there and asked them to keep the noise down. At 6:30 am, they were loading bags that appeared to be personal possessions into the vehicle and again were making excessive noise. This did not appear to be official use. The vehicle is frequently parked on or around the 400 block of Ritner Street.
